Add jb_maxsec to the rotation

JB_Maxsec is a creative map that had a lot of potential in the beginning that Plot Twist flourishes with, the minigames are actually somewhat challenging and require you to actually use a little bit of brainpower, the map isn't too large and the layout isn't confusing, there's no major bugs or glitches and overall it seems like a great map to add to the rotation.
