Hoovies revving without intent

I was just wondering if the rule, "A blue revving up their mini gun counts as baiting", can be put back into effect. I absolutely HATE IT when a blue revs up their mini gun without intent to kill a rebeler because I get paranoid when a blue does that, then I think, "Is he gonna shoot me for doing what warden says?" If this doesn't count as baiting, then a blue like Doge can rev up without a red being allowed to hit him, then mass Freekill. This rule could potentially prevent a mass Freekill such as what Doge did. Also, whoever that was that banned Doge, you deserve the "Best Admoon/ Best LR of the Year Award".

Honestly I don't see why it is baiting. Even if they are revving their minigun you can't pursue them, so running to them to hit them would technically be rebelling. It's kinda like the old rule that was taken out "Scoping in with the sniper rifle is considered baiting".

If their intent is to mass freekill why would that simple rule stop them?

As I stated before, even if the heavy revs his minigun, if you ran at him you would be kos.

The rule isn't going to stop him from revving the minigun if his intent is to freekill.

1. The sound is annoying anyway if it's done for a while
2. Some people will try to trick the reds into rebelling.
(someone can stand out of melee range and rev the minigun as if trying to kill the red and the red might get nervous and run off the line or whatever, and try to rebel)

My point was having this rule won't stop them from freekilling. Plus they still get warned to stop before anything happens, so they could technically rev for a second and still get reds to run.

But let me give the example of the rule. "If a blue revs up their mini gun without intent of killing a rebel for more than 3 seconds more or less, the reds may hit the blue until the blue stops revving. While this is happening, the blue(s) may not fight back."

I feel like there would be too much controversy over the time.

This would allow them to run towards the location of the heavy, as if rebelling normally wasn't easy enough.

I can agree completely, but I absolutely hate it because I am paranoid about this kind of thing.
