I do not know why this is happening, it might be a config I am using, but any floating text will not stay in one place and just float across my screen. I asked someone in the server for help and they said to restart my game, but it did not work. I might be stupid so I will keep on searching, but right now either nobody has experienced this problem or the solution is buried very deep.

I'd say try verifying the integrity of the local files and just setting everything to default settings and then slowly putting things back the way they are on Jailbreak until something breaks it so you know what caused it. Can't really help any other way or give a special command that'll fix everything.

What is your hud? Some huds don't work on jb for some odd reason
Some huds just don't implement/break the hud hover element (often by resizing them to 0 size).
If you are insistent on using said hud, you can find the right section and delete them and tf2 will fallback to the values that come by default.
