I rate 1.
Because it patched a spyware, and even then, that was 9.3.5
Because I can get all the features they have on iOS 10 on iOS 9.

It's not very different than ios 10. It made my iphone 5s much slower and I would not reccomend on a phone older than the iphone 6s
