There is also tons of videos on YouTube of "Top 12 budget unusual effects" , "Top 10 budget unusual hats" etc. You may find some help on there finding a hat or effect you may like.

I saw that you liked to play scout and pyro on the causal/comp team post.
Also, when confronting these people in a chat don't be afraid to low ball a little and make your way up a key at a time. A lot of traders will also sell their unusual for less if you pay in pure so don't only look at 10 key unusual. Here are some good looking hats that are cheap and have some pretty good effects for scout and pyro!

I don't know if this is old, but I would save up. Trade for more. You can probably get a solid low-tier for 24-32 keys.
